Energy Efficient Mortgage Program PDF Print E-mail

The Energy Efficient Mortgage (EEM) Program allows borrowers to upgrade the energy efficiency of their property and to finance the cost of the energy package. The borrower may do this at the time of purchase or as a refinance.
The energy package is the set of improvements agreed to by the borrower based on recommendations and analysis performed by a qualified home energy rater using a Home Energy Rating System (HERS).

Improvements can include
•    Insulation “R” values in ceilings, walls and floors
•    Infiltration levels and barriers (caulking, weather-stripping and sealing)
•    Windows (storm windows, double pane, triple pane, etc.) and doors
•    Heating (including water heating) and cooling systems

Existing Properties: Those cost effective improvements recommended to improve the energy efficiency of the property.

New Construction: Those cost effective improvements to be included in the home that are over and above the requirements of 2000 IECC.

Maximum Allowable Cost of Improvements:
100% of the cost of energy efficient improvements up to the greater of 5% of the property’s value (not to exceed $8,000) or $4000.
